The Law introduces current accounts with the special terms of use in the authorized banks for payments for natural gas and electrical energy.
Under the Law, the enterprises of drinking water supply and the enterprises of heat supply (except of those that belong to the system of autonomous and decentralized heating) shall enter funds considered as payments for the drinking water supply and heat supply services from all the categories of consumers exclusively onto the account with the special terms of use to handle the accounts for the electrical power consumption during the rendering of services.
The current account with the special terms of use is the current account of the enterprise of drinking water supply or the enterprise of heat supply whose scope of activity exceeds the rate fixed by the terms and rules of economic activity, onto which the funds considered as payments for the drinking water supply and heat supply services from all the categories of consumers are entered.
The Law defines the term "funds distribution algorithm." Under the Law, an authorized bank is the bank determined by the Cabinet of Ministers that services the current accounts with the special terms of use of the enterprises of drinking water supply and the enterprises of heat supply.
